How Much Does It Cost for Foreigners to Establish a Company in Turkey?
The cost of establishing a company in Turkey is dynamic, varying depending on many factors. The factors that affect the cost of establishing a company in Turkey are briefly as follows:

Cost of Establishing a Company in Turkey for Foreigners: A Case Study
Let's conduct a sample study to provide entrepreneurs with an idea of the costs of establishing a company in Turkey for foreigners, including all costs.
The data for the company for which we will conduct a sample cost study is as follows:
- Number of founders: 1 (one) person.
- Founder's nationality: UK.
- Founder does not speak Turkish.
- Type of company to be established: Limited Company
- Name of company to be established: ABC Electronic Commerce Limited Company
- Capital of company to be established: 500,000 TL
- Main activity of the company to be established: Purchase, sale, import, and export of stationery products.
- Director of the company: 1 (one) person. The founder himself/herself.
- The company does not need a physical office in Turkey. Therefore, they will rent a virtual office address.
To establish the company in this sample data, it is sufficient for the founder to come to my office with their passport. After arriving at our office, the main costs incurred during the company establishment process are as follows:
1 – Obtain a notarized Turkish translation of the passport and obtain a personal tax number.
For foreigners to establish a company in Turkey, the founder's passport must first be notarized in Turkish. Three notarized passport translations are required for the incorporation process. The notary and translator fee for these three passport translations is approximately 3,250 TL ($80).
In addition, the founder must obtain a personal tax number in Turkey. Obtaining a personal tax number is included in our company formation service. There is no additional fee.
2 – Obtain biometric photographs of the founder.
Three biometric photographs of the founder are required for company formation. The photo must have a white background. If the founder's photograph is not available, these photographs cost approximately 500 TL ($12).
3 – Chamber of Commerce registration fee. And state tax on the company's capital.
To establish a company in Turkey, companies must be registered with the Chamber of Commerce. The Chamber of Commerce registration fee for the example company and the state tax on the company's capital are approximately 10,000 Turkish Lira (10,000 TL - $250).
This fee is the minimum cost for registering a limited liability company with the Chamber of Commerce. The fee to be paid to the Chamber of Commerce is determined by criteria such as the company's multi-sector business, its large capital, the presence of multiple founders, and the number of words in the company's articles of association.
4 – Issuing the company director's signature circular and the accountant's power of attorney.
After the company is registered with the Chamber of Commerce, the company's legal representative's signature circular and the power of attorney issued to us for financial transactions will be issued by a notary. The notary fees for the signature circular and the power of attorney are approximately 8,500 TL ($210).
This cost includes the nominee fees for a company director who does not speak Turkish. Notary fees are determined by various criteria, such as the number of pages of the document to be certified, whether the document is certified by a translator, and the number of words in the document.
Notary costs will be lower if the company founder is fluent in Turkish (reading and writing).
5 – Preparation of the Company Articles of Association, Company Establishment, and Sworn Translator Service Fees.
This cost includes our company establishment services and the fees for the sworn translator.
This service includes: These include preparing the company's articles of association, completing the company incorporation procedures, registering the company with the Chamber of Commerce, registering the company with the tax office, providing a sworn translator's service fee, and preparing the company for a turnkey start-up. For the company in the example, the company formation service fee is 9,000 TL ($225).

6 – Virtual Office Address Rental Cost.
To establish a company in Turkey, you must have a business address. If you don't need a physical workplace, you can rent a virtual office at a reasonable cost. Using a virtual office address for company establishment is legal in Turkey.
Virtual office services are part of the package services we offer to foreign entrepreneurs. The annual virtual office rental fee is 8,000 TL ($200) + VAT. This fee is the total annual fee.
The virtual office service includes the following: Renting a postal address for company establishment. The secretary welcomes mail, packages, cargo, and visitors arriving at the company address. She also informs the company manager.

Notes on the Cost of Establishing a Company in Turkey for Foreigners
- The costs indicated in the sample study are the costs for 2025. Fees in government agencies may change over time.
- If there is more than one founder, add a cost of $100 for each additional partner.
- If there is more than one director, add a cost of $180 for each additional director.
- If the company will operate in more than one business, add a cost of $40 for each additional business.
- If the company's capital is greater, add an additional cost of four ten-thousandths of the additional capital. For example, if the company's capital is 5,000,000 TL, the additional cost is 1,800 TL ($45).
- USD costs are based on October 2025 exchange rates. The total cost may change slightly due to exchange rate fluctuations.
