  • e-Invoice is used when both the buyer and seller are registered in the e-Invoice system and is transmitted electronically through the GIB system.
  • e-Archive Invoice is issued when the buyer is not registered in the e-Invoice system. In e-commerce, e-Archive Invoices are generally used for sales made to individual consumers.
  • e-Invoices are stored through the GIB system, while the sender is responsible for retaining e-Archive Invoices and presenting them to GIB when necessary.
  • An e-Archive Invoice can be automatically sent to the customer by email when it is issued. This feature provides significant convenience for businesses using e-commerce invoicing software.   • Both document types are legally valid under the Turkish Tax Procedure Law. However, their issuance and integration methods differ.

Which E-Commerce Businesses Are Required to Use e-Invoices?

 

     The answer to the question, “Is issuing an invoice mandatory in e-commerce?” is based on the GIB’s Tax Procedure Law Communiqués No. 509 and 535 and related regulations as of 2025:

 

  • Businesses with gross sales revenue of TRY 3 million or more during the 2024 accounting period were required to switch to the e-Invoice system by July 1, 2025, regardless of their industry.
  • The turnover threshold for e-commerce businesses selling online is TRY 500,000. Businesses exceeding this threshold in 2024 or subsequent accounting periods were required to switch to the e-Invoice and e-Archive systems by July 1, 2025.
  • Although no specific e-Invoice exemption code has been separately specified for transit trade, the exemption limits applicable to e-commerce turnover remain subject to the thresholds stated above.
  • Businesses engaged in real estate and motor vehicle trading, as well as internet listing publishing or digital advertising services, are also subject to mandatory transition if they exceed the TRY 500,000 turnover threshold. Hotel businesses are subject to mandatory transition regardless of turnover. For businesses engaged in rental, manufacturing, and commission activities, the requirement applies when turnover exceeds TRY 500,000.
  • In 2026, the invoice issuance threshold for a single sale is TRY 12,000. Accordingly, an ÖKC receipt may be issued for sales of up to TRY 12,000 made to the same person on the same day. If the total sales amount exceeds TRY 12,000, the transaction can no longer be documented with a receipt and must instead be documented with an electronic invoice.

 

The type of document to be used in this situation is determined according to whether the buyer is an e-Invoice taxpayer:

  • If the buyer is an e-Invoice taxpayer: The document is issued as an e-Invoice.
  • If the buyer is not an e-Invoice taxpayer: The document is issued as an e-Archive Invoice.

 

This rule also applies to e-commerce sales. Whether the sale takes place through Trendyol, another marketplace, or the company’s own website does not change this requirement. Once the applicable threshold is exceeded, the sale must be documented electronically with an e-Invoice or e-Archive Invoice.
