The e-Debt-Free Certificate is an official document that confirms an employer has no overdue premium debt owed to SGK and can be obtained electronically. Employers can generate the certificate themselves through SGK e-Services. There is no need to submit a petition or wait in line at a social security center. If the system detects an outstanding debt, the certificate will not be issued.
The certificate does not cover premium debts alone. SGK receivables such as administrative fines, late-payment penalties, and late-payment surcharges are also included in the inquiry. Since the certificate reflects the debt status at the time of the inquiry, the date shown on the document is important.

For this reason, it is useful to check your activation status as soon as the tender schedule becomes available.

If you have completed work for a public institution and are expecting a progress payment, an outstanding SGK debt may affect the payment process. In some cases, the debt amount may be deducted from the progress payment and transferred to SGK. Checking your debt status before the payment date can help prevent disruptions to your cash flow.
Business applying for a loan:
Banks may request both SGK and tax debt clearance certificates as part of a commercial loan application. Obtaining both documents around the same time can help you prepare your application file more efficiently.

If you manage the accounts of multiple taxpayers, you can add e-Debt-Free activation checks to your annual checklist. This helps prevent delays when a client urgently needs the certificate.
The good news is that, since 2022, e-Debt-Free activation for newly registered workplaces has been completed automatically once the workplace registration is approved. Therefore, if you have recently opened a new workplace, you do not need to submit a separate activation application.
An activation application is required for workplaces that were registered previously but do not yet have e-Debt-Free activation.
To apply for activation through e-Government, the following conditions must be met:
Since an application submitted through e-Government is considered to represent the employer's consent, the e-Debt-Free Commitment Form and e-Debt-Free Application Form, which were previously used, are no longer required.
If you cannot access e-Government or encounter a system-related issue, you may submit the application in person at a social security center. In such cases, the following documents are generally requested in addition to the application and commitment forms:
1. Log in to your e-Government account.
Access the e-Government system using your password or electronic signature.
2. Find the relevant activation service.
Search for "e-Debt-Free Activation" and select the SGK service titled "e-Debt-Free Activation Procedures."
3. Enter the 23-digit workplace registration number.
You can find this number on your workplace registration document or on the e-Declaration screen.
4. Complete and confirm the application.
Your application will be forwarded to the social security center (SGM) responsible for your workplace.
5. Check the application status.
You can track the status of your application through the same service, cancel it if necessary, and view the workplaces included in the activation.
If you have more than one workplace registration number, you should check the activation status of each workplace separately.

Applications submitted through e-Government are reviewed and approved by the relevant social security center. The processing time may vary depending on the workload of the relevant center, and applications are generally completed within a few days.
Since the e-Debt-Free Certificate cannot be generated before the activation is approved, it is important to allow sufficient time if you need to submit the document by a specific deadline.
You can check whether your application has been approved through the same e-Government service. There is no need to wait for a separate notification. If your application remains pending for an extended period or is rejected, you can contact the relevant social security center to determine whether any information or documents are missing.
Once your activation has been approved, you can generate an e-Debt-Free Certificate online whenever you need it:
If an outstanding debt is detected during the inquiry, the system will not generate the certificate and will display the relevant debt information.
First, check the total amount of the debt and determine which periods it relates to. You can review the debt details through the e-Declaration system or use the SGK debt inquiry services available through e-Government.
In some cases, the outstanding amount may result from a relatively small unpaid balance or late-payment surcharge and can be settled quickly. Once the payment has been made and is reflected in the system, you can perform another inquiry and generate your e-Debt-Free Certificate.
If the debt is too large to be paid in a single installment, two main options may be considered:
If your debt has been placed on an installment plan and you are making the installment payments regularly, you may request a document from the social security center confirming that the debt has been restructured into installments instead of obtaining a standard "debt-free" certificate. However, it is advisable to confirm in advance whether the institution requesting the document will accept this alternative, as this can prevent unnecessary delays.
Because the e-Debt-Free Certificate is issued electronically, it does not contain a handwritten signature. Instead, the document includes a verification code, barcode, or QR code.
The institution receiving the document can use this information through SGK's document verification service or the barcode document verification screen on e-Government to confirm its authenticity. You can also verify the document yourself before submitting it to another institution.
The legal basis of the e-Debt-Free system was established through the "Communiqué on the e-Debt-Free Application", published in the Official Gazette dated May 4, 2006, No. 26158.
